Which is better, a higher CSU school or lower UC school?

Higher-rated CSU schools include CSU Long Beach, San Diego, Cal Poly Pomona, etc. And the lower end UC schools include UC Riverside or UC Irvine. Which one would look better on an application to a school of higher education, like a medical school or a pharmacy school? And which ones are better schools?
